2026 Budget Law: Studio Gazzani indicates amounts and timing for approval

Studio Gazzani indicates that the 2026 Budget Law is a budget measure worth around 18.7 billion euros, one of the smallest in recent years, certainly since 2014, with a strong focus on prudence and funding sources, a sign that previous measures often placed less burden in terms of overall resources, and in any case focused on families, taxation and support for businesses, which will be examined by our Team.

Now the 2026 Budget Law has completed the approval phase by the Council of Ministers on 17 October 2025 and has been transmitted to Parliament for the legislative process. The parliamentary process is expected to be intense between November and December 2025, with the Senate beginning its review of the text, followed by the Chamber of Deputies. And therefore, we note that the next key steps are:

• Arrival of the text in Parliament and appointment of the rapporteurs.

• Start of hearings in the Budget Committees, expected from mid-November.

• Submission of amendments and first vote in the Senate.

• Discussions and negotiations with the opposition during November and December.

• Final approval expected by 31 December 2025, the deadline to avoid provisional exercise.
